Freeman had also alerted Barnard about the deputy director’s decision. Barnard had dutifully found Terri and delivered the news. The border crossing was off for now. Smoke, it was clear, would need to retreat. Ahmed, the driver, would take him back to the farm outside Irbil, where he had been kept before. Meanwhile Terri and Ameer would move forward, crossing the border into Turkey, driving to the city of Mardin, and catching a flight from there to Istanbul. SPCAI had connections with another animal advocacy organization, called Shelter Volunteers for Animals Association. The shelter, with the Turkish acronym of BGD, wanted to help. And Freeman had offered to schedule a meeting between Terri and the deputy director of the Ministry of Agriculture. Perhaps if she appeared in person, she could persuade him to help reunite John and Smoke.

Terri and Ameer headed for the border stations to enter Turkey—only to confront another roadblock. Ameer’s visa was no longer usable, he was told. It turned out that his paperwork was good for a single trip into Turkey. Had everything gone smoothly, that would have been enough. But back on Tuesday evening, when they discovered that Smoke needed to be examined by a Turkish veterinarian, Terri and Ameer had crossed the border to spend the night. Now his visa had expired—even though border officials had assured them at the time that he could reenter.

Terri appealed to Barnard for help. He used all his diplomacy to appeal to the border officials. But while the Turks were sympathetic, they could do nothing, they told him. Their computerized system couldn’t be overridden. Ameer would need to go home and start over.
